The two perennial subjects that always surface, eventually without any seeming resolution, are once again front and centre on your front page, namely, the revenue cap for moving grain and funding for the Canadian Grain Commission. Both of these are fundamental to the functioning of a viable agricultural sector.

What is required is a completely independent, unbiased and respected person to delve into both subjects and come up with a mandatory solution. The person who comes readily to my mind would be Auditor General Sheila Fraser, who has gained the respect of a wide contingent of people in Canada. It would be a pity for her to decide to retire before this could conceivably take place.
